Ingredients: 1/4 cup buttermilk; 2 tablespoons fat-free plain Greek yogurt; 2 tablespoons grated Parmesan cheese; 1 teaspoon grated lemon zest; 1 teaspoon prepared horseradish; 1/2 teaspoon garlic powder; 1/4 cup chopped fresh parsley; 2 tablespoons chopped chives; 2 tablespoons snipped fresh dill; 1-1/2 cups thinly sliced peeled cucumber; 1 teaspoon salt; 1 cup thinly sliced fennel bulb; 1/2 cup thinly sliced celery; Salt and pepper to taste
